Selectmen's Minutes 07/08/08
The weekly meeting of the Board of Selectmen was held on Tuesday evening, July 8, 2008 at 7:40 p.m.


Present:             Peter A. Hamilton, Chairman, pro-tem; Theresa McNulty, Clerk pro-tem

George Samia, Town Administrator;

Catherine Johnson, Senior Clerk


Appointment


Diane Phillips and Howard Wilbur of the Friends of the E.B. Rail Trail were present to update the Board on the Rail Trail.  Ms. Phillips stated that the Friends have been very busy on various projects including; reporting on the Bay Circuit Trail; walking of the trails, recording with a GPS the Bay Circuit trail and petitioning and studying the rail bed as a possible trail.   Ms. Phillips further stated that the Friends are looking to the Town for assistance in establishing a town group, in order for the trails to be cleared and maintained.  Ms. McNulty suggested the Friends work with the Recreation Commission in coming up with ideas of clearing and maintaining the Town walkways.


Appointment


Joseph Miksh, Chairman of the Council on Aging, along with various members of the Council and Jane Haines, Council on Aging Director, were present to discuss various member appointments and vacancies on their Board. Mr. Miksh explained that somewhere along the way the appointment terms of various people were done incorrectly, and stated that he would like to have the Board appoint the members with the correct terms.


M/McNulty, S/ Hamilton, a unanimous vote, approve the appointment of Joseph Miksh for the period of July 1, 2008 to June 30, 2011, Jul K. Homer for the period of July 1, 2008 to June 30, 2011 and Susan Frazier for the period of July 1, 2008 to June 30, 2010.


Jane Haines thanked a very special Girl Scout Troop in Town, Troop 703, and Bobbi Resendes for their efforts this spring with various plantings at the Council on Aging and expressed how beautiful everything looked this summer.


Action Items


M/McNulty, s/Hamilton, a unanimous vote, approve the minutes of the July 1, 2008 meeting.


M/McNulty, s/Hamilton, a unanimous vote, approve the reappointment of Richard M. O’Flaherty to the Old Colony Planning Council for the period of July 1, 2008 to June 30, 2009.


M/McNulty, s/Hamilton, a unanimous vote, approve the reappointment of Richard M. O’Flaherty to the Old Colony Joint Transportation Committee for the period of July 1, 2008 to June 30, 2009.


M/McNulty, s/Hamilton, a unanimous vote, approve the request of Sherrie L. Bates, Mother Advisor of Taunton Assembly No. 13, International Order of the Rainbow for Girls, for use of the Town Hall parking lot on August 23, 2008 at 10:00 a.m. for a Canine Demonstration by the Plymouth County Sheriff’s office.


M/McNulty, s/Hamilton, a unanimous vote, approve the reappointment of Tom Reynolds as the DPW Operations Manager through June 30, 2009.


M/McNulty, s/Hamilton, a unanimous vote, approve the request of the Town Accountant to approve the Transfer of Appropriations, according to Chapter 44, Section 33B.

Town Administrator Report


Mr. Samia stated that he received a call from a concerned citizen regarding the discolored water in Town.  Mr. Samia explained that this citizen expressed interest in having the Town send out a town-wide call to residents when there is a problem with water in their vicinity.  Mr. Samia stated that the DPW was in the process of setting up an entirely new website and that included on this website will be a scrolling alert notice to residents regarding discolored water in their area.


Mailbag


Ms. McNulty, as a member of the Recreation Commission, stated that there would be some exciting upcoming events here in town, including a movie on the common, as well as a concert on the common.  Ms. McNulty stated that the dates have not been made as of yet, but that she will get the word out as soon as the dates become available.  Ms. McNulty urged all residents to attend.  Ms. McNulty stated that the carnival held in Town a couple of weeks ago was a great success and raised $5,000.00 for the Recreation Commission and that the carnival would be an annual event.  

 

Ms. McNulty announced an upcoming Buzz meeting at T.J. Smith’s on July 18, 2008 at 6:00 p.m.


Mr. Hamilton announced the changeover from analog television to digital television, which will take effect in February of 2009.
